Minister Mamman explained that starting all 14 institutions at once would place a heavy financial burden on the government due to the capital-intensive nature of tertiary institutions, which require substantial funds for infrastructure, staff recruitment, and other essential needs. The government may consider reassessing the commencement of the other institutions in the future, but most of the new universities have specialized focuses, such as colleges of education, agriculture, and medicine.
